We are pleased to inform you that NCA-F, in collaboration with the Ministry of External Affairs (MEA), Government of India, is organizing an Indian Technical & Economic Cooperation Program (ITEC)-sponsored international training program titled “Telecom Finance for Digital tomorrow” from 06th to 17th July, 2026, at New Delhi, India.
This two-week course aims to enhance the understanding of Telecom policy, Digital Public Infrastructure, Universal Service Obligation, AI and Ethics with a special focus on policy, governance, and regulatory aspects. It brings together experts, policymakers, the private sector, and academia from India to share experiences and best practices on the relevant subject.
We seek candidates from interested and eligible candidatesfrom concerned Russian Department/Ministry of Telecom/Information & Communication Technology, Telecom Regulatory Bodies, Universities, Research Organizations, etc. who could benefit from this program. The Key Features of the ITEC Program:
* Return economy-class airfare from the participant’s country to India and back.
* Free tuition and course fees.
* Accommodation arranged by the host institute.
* Living allowance to cover daily expenses during the training period.
* Local study visits and cultural exposure tours as part of the program.

Interested candidates may apply through the ITEC portal at www.itecgoi.in by following these steps:
1. Register online and fill out the application form, selecting “Telecom Finance for digital tomorrow” under NCA-F, Department of Telecommunications, India.
2. Print the completed form and submit it through their respective nominating Government Department/Agency to the nearest Indian Mission/Embassy.
3. Selected participants will be informed through the Indian Missions in their respective countries.
